Mipmap levels don't apply/work when switching into spectator mode.

To recreate, load into a world with commands and start doing F3 + N repeatedly to notice how the mipmaps seem to toggle. This also causes leaves to flicker when the game tries to display the mipmapped texture. This flickering does not happen when mipmaps are turned off in survival/creative.
