Composters can't be filled with hopper minecarts

Bug:

When a hopper minecard is above a composter and has items that could go inside, like leaves,
pumpkins, etc. the minecart then does not fill the composter.

Expected behavior:

The minecart empties its items into the composter, which raises the fill level until it composts.
