Bow does not load when shooting zombies next to player

When I'm using a bow it will not load an arrow if a zombie is next to me.

What I expected to happen was...:

I expect an arrow to load, no matter how far away the zombie is located.

What actually happened was...:

The bow stops loading when a zombie gets next to me*.*

Steps to Reproduce:
1. Put bow in hand, with arrow in inventory
2. Go outside at night and wait for a zombie to get next to you.
3. Try to shoot the zombie with your bow.
