Burning zombies do not catch players on fire

The bug

Burning zombies do not catch players on fire, even when zombies' hands are empty.

How to reproduce

1. Spawn or find a zombie under daylight, so it will be on fire
2. Take damage from burning zombie
   Despite how many times you get hit from zombie, you never get burned from it.
