Arm swings when right-clicking on full minecart

How to reproduce

/summon minecart ~ ~ ~ {Passengers:[{id:cow}]}

3. Right-click the minecart, ignoring the cows
Does not happen for pigs/horses

Fixed for boats in 19w42a (arm doesn't swing for boats at all anymore)
