Beacon not working

In my singleplayer world the beacon doesn't work. I google searched for similar issues i only found around 3 people posted about it and it wasn't resolved. I crafted the beacon in my world, put it on blocks of iron arranged 3x3, i even tried the whole pyramid, when i place the beacon on top of the pyramid i does not light up the beam to the sky, when i open it the buttons are not clickable just the red X, its like there are no blocks underneath it.

• i play with no mods, its a survival world, i tried making beacons in creative on another world it works but not in my world, i tried loading in the same world seed and making it in creative it worked but still nothing in my world, i tried taking out my save from the minecraft folder and putting it back still nothing, i made a copy and update it to the new snapshot 19w36a and still nothing.
