Enchantment Table "Levels" affected by Carpets

When placing carpet down in the adjacent block of the enchantment table, the communication between the bookshelves and the table is disrupted. I'm not sure if this is intended, because I get how it works (like a block).

-Bookshelves not able to give higher level enchantments to table when carpets are between. Fixable?
