Bees not moving in 2+ blocks deep of water.

 

In the snapshot 19w35a, I was playing with bee mechanics and when I was messing around with bees in the water, I found that in 2+ block deep of water they wouldn't move.

I'm not sure if this is a game mechanic or not.
