Bees having trouble pollinating flowers in the air.

Trying to do the farm setup as shown in the screenshot but the bees keep getting stuck in a loop where they get on the flower and try to pollinate but they keep sliding off and trying again. All I can really do is add more grass blocks so they don't slide off but that won't coax them down well enough to help with any of the plants.
