Bees loiter around only one or two hives

Bees will often "attach" themselves to only one or two hives, even when 3 bees are already attached to it and there are empty hives nearby. This causes them to loiter and do nothing but fly around the hive without purpose.

What I expected to happen was...:
I expected the bees to separate to the available hives instead of all trying to share one.

What actually happened was...:
All the bees gathered on one hive and ignored all the available empty ones.

Steps to Reproduce:
1. Place down several bee hives/nests
2. Spawn a bunch of bees
3. Wait and watch.
