Bees don't drown

So i was testing in 19w34a and i decided to see if the bees drown, it took forever so i decide to put a chicken down. When that didn't work i spawned a fox and that drowned fairly quickly. I'm sorry if this isn't a bug, but i thought it was worth mentioning.
