Dispensers ignore honey level when collecting honey from hives/nests

The bug

In the latest snapshot a dispenser can be triggered infinitely many times and collect honey to a bottle when facing a bee hive/nest. A player can only harvest honey if the honey_level is set to 5. This is not the case for dispensers.

To reproduce

1. Place a bee hive or a bee nest
2. Place a dispenser next to it, facing the hive or the nest
3. Put glass bottles into the dispenser
4. Activate the dispenser with a redstone signal
   → The dispenser collected honey even though the honey_level of the bee hive or nest was 0
