Mouse barely works

My mouse is lagging a lot when I play minecraft. It's unplayable at this point. I tried reformatting my whole laptop just in case there are viruses, but it remains the same. My CPU is always at 100%+ when playing, but it wasn't an issue until now. My mouse and trackpad both have the same problem. The input is okay, but the movements in game and in the pause menu of the mouse is really delayed and slow.
