Camera/Mouse Issues

I've been having the same issue since V 1.13 where when I move my mouse, the camera drags along with it but in a very laggy way. The game itself doesn't lag at all, just the camera when I look around. I've tried rolling back the hotfix versions, tried using Optifine (different versions of it as well) and nothing has worked. I don't know how to fix it and nobody else seems to know how to fix it because nobody else has had the issue.
