Flaming arrows harm mounted horses

Normally arrows shot by someone shouldn't affect the horse that they're riding. But if you enchant a bow with flame and shoot it donward while riding a horse, donkey, or mule, the arrow itself will not cause damage, but it will ignite the horse, causing damage(and sometimes igniting the player!).
