Repeaters stuck at 'off' state even after replacing it with a new one

stopped working after chunk was unloaded due to dying.

after replacing the repeater it still doesn't get powered

 

replaced the repeater with other redstone component:

apparently this is broken too: the water doesn't flow, lava doesn't flow
