Endermans spawning slowly while there`s a player(s) in end+(end city) on realms

My friend just was farming on our endermans farm(exp farm) while a couple of my other friends(2) going to end+(end city) to get elytra to one of my friends. My friend tell me that endermans spawning too slowly,maybe this is the reason.
