1.14.2/1.14.4 Lighting issue

In single player worlds in both 1.14.2 and 1.14.4, whenever I break blocks the light level of the space where the block was is zero. So even if it is exposed to direct sunlight it becomes completely dark. I experimented with this on two different pcs and it happened on both. The only way I found to fix it was to update the lighting, but that is very tedious and annoying.
