Block shows its being broken when there is nothing breaking it

The block  that has set by the command block whil first have to break but the second block can be "half broken"

 

There is a command block with the command "{color:#4c9aff}setblock ~-2 ~ ~ minecraft:diamond_ore{color}"

And im breaking the diamond ore with a diamond pickaxe that has the enchantment efficiency 5

and i break the first diamond ore and the second i stop when its not completely broken

I tested it and it works with other blocks
