Cannot use ~+5 in /setblock or /fill

When I want to use the /setblock command I can use /setblock ~ ~-2 ~ minecraft;dirt to place a block below me , but I can't use /setblock ~ ~+2 ~ minecraft:dirt to place the block above me.
