A Raid did not start even though the raid bar showed at the top

What I expected to happen was...:
I expected a raid to happen

What actually happened was...:
no pillagers spawned and the raid bar did not progress after leaving the village and coming back to the village

Steps to Reproduce:
1. Kill pillager commander to get the bad omen effect
2. go to a village to start a raid
3. get lucky?
