there is no soul sand in the nether, instead there is gravel

i expected to find soul sand, but i only found gravel in the nether
i was playing in creative single player
and i created my portal at
x=635
y=97
z=12
i found gravel (sometimes floating) at
x=84
y=65
z=-3
