Fortune 3 Enchant on Pickaxe no longer works

Strip mining in Mountains region with Diamond Pickaxe with Unbreaking 3 and Fortune 3, when breaking diamond ore I only get 1 diamond per ore on the last 3 attempts and when breaking emerald ore the last 2 times I only received 1 emerald per ore. I tried with another diamond pickaxe with efficiency 4 and fortune 3 and this had the same result. This has only happened since I updated to 14.4.4 earlier today.
