Time isn't changing and plants aren't growing or decaying

I downloaded the skyblock map cause i wanted to try it out. This is just straight vanilla no mods what so ever, so i load up the world and get started with the usual breaking the tree to get started but the leaves aren't decaying and even if i break them manually no saplings or sticks drop. The grass doesn't spread like it should and the time isn't advancing at all. I would really like to enjoy this map but with this i am not able to.
