Raid not generating the proper amount of waves

I farmed up to Bad Omen VI at a pillager outpost, then went to start a raid at my village (village consists of three villagers with workbenches but no beds or doors). The raid started, and the first four waves spawned in fine, then it announced a victory. Only those four waves spawned, and no witches or evokers appeared; only pillagers, vindicators and ravagers appeared

I received Hero of the Village V when the raid announced its victory, instead of HotF VI.

The server is supposed to be on at least normal difficulty, possibly hard.
