Unable to use shield

When I put a shield on the left hand (off-hand) and try to use the shield to block an attack as I used to, blocking doesn't occur at all. There is no blocking sound effect or motion either. 

I tested it in when I'm not in an attack. There is still no blocking sound or motion.
