Glitchy F5 view

Whenever I press F5 and look at the ground, everything seems okay, except for I can see through ice. But when I look up, you know when there's no texture for something in a Source game, where everything flips out? When I look up at the sky, everything bugs out.

I have 4 datapacks enabled, could those be the case?
