Astronomically high mob spawn rates on servers

Found a bug report that was describing this same issue in 1.14.2, and found out it has apparently been resolved. However, the bug is still in the game. Or at least the server software. I find it difficult to move anywhere, be it the overworld at night, or just a regular plain old cave. Oh and don't make me mention the mineshafts.
