The Fishing rod when enchanting with 1 xp and 1 lapiz doesnt enchant or show the enchantment

The fishing rod i been trying to enchant with 1 xp and 1 lapiz does not work. What happens? the enchantment doesn't show and clicking doesn't take the xp and lapiz and enchant the rod
