Villagers in Programmer Art pack have the unused green hood texture, no matter what color their robes actually are or if they are wearing a hat.

When you select the Programmer Art Resource Pack, Villagers have the green hood texture that before 1.14, was previously unused without mods.

 

This affects them no matter what color their robe is, or if they are wearing a hat.
