Whenever I try launching the game it says "Launching game error"

telling me that https://resources.download.minecraft.net/70/705a155201cc388a0c0c6f7435ddbc0fcc56b5f2 is being used by another process and a whole bunch of other stuff I don't understand. and when I try and play version 1.14.3 it still doesn't work.
