Moving workstation causes new Villager to take up profession

When destroying a workstation and placing it back down (e.g. brewing stand) the Villager already with that profession (e.g. cleric) remains a cleric, but when the brewing stand is placed back down a new cleric is created, rather than assigning the workstation to the Villager with their missing workstation.
