Instant Mine Stuttering

In various locations in a world, Instant mining of blocks can make the game shaky. Notice how the blocks breaking become black, along with the particle effects of them breaking. Even in the clip attached you can see that it is not constant, based on where i am mining but certain areas of a world seem to cause this.
