Hopper Transfering Glitch /w Redstone Torch

So I was in my Creative Redstone Build world and, you know, classic redstone building and such. But then I stumble upon this oddity I found just now.

Explanation will in full detail but, sadly, can't do a video because I don't know how to or do it on my phone.

 

The redstone hopper filter [right side] is normal but the hopper below it has an item in it and, yet, a redstone torch is powering it directly to it when it should ignore the redstone torch signal and the item should go into the chest. So I tested that hopper behavior that I built [left side] and it's being powered directly but item(s) are moving down into the hopper below it. I'm not sure what's happening but it has something to do with the hopper filter [right side] is bud powering by the overflow hopper below it.
