Powered up redstone repeater pointing out to another powered repeater don't block the energy signal

When I put a powered up redstone repeater to another powered up repeater pointing out, it should be block the signal from the other, but occurs a bug from time to time that even though it block another repeater, the signal keeps passing, and when I turn off the redstone , the energy continues in the repeater.
