Turtles do not follow players in Creative mode holding seagrass

The bug

Unlike most animal mobs in Minecraft, turtles ignore players whose holding seagrass.

How to reproduce

Spawn a turtle
Hold seagrass in the main hand/off hand
After going to Survival press F3 + N to go to Creative

For comparison, spawn a pig and hold a carrot/potato/beetroot in the main hand/ off hand slots.
