Chain command blocks not working in old worlds (updated to 1.14.3)

This corrupted world won't allow you to use chain command blocks, because they won't work on it. Repeating command blocks, however, do. It's reproducible, for example I downloaded the old The Towers but you can create any brand new world in 1.8 and then update, this will happen.
