Villager wont trade if its in a boat to long

Basically I was trying to move a villager who had a trade I liked into an artificial village I made. When I was building I didn't let him leave the boat because I didn't want him to escape. When I let him out I tried to check his trade screen and He wouldn't trade. He still moves and sleeps but wont let me open the trade menu. I have tried to close the world and reopen it multiple times. I even closed out of the game. but he still wouldnt let me trade.
