Xorg spikes to 100% cpu usage when vsync is enabled

When vsync is enabled and you do something with the window like dragging it, or using some other application while Minecraft is in the foreground, the cpu spikes to 100% and it's caused by Xorg.  This lags out or freezes the entire system for about 1-3 seconds. Affects all versions of 1.14, this is not present in 1.13.2.
