Cannot use forceload on Realms

/forceload add is an op level 4 command, which means that you can't use it on a realms world. But you can download the world and run the command in singleplayer and re-upload it. In comparison with the other op level 4 commands, /forceload is not really a dangerous command. It should really be level 3 or 2 even.
