Mobs and dropped blocks freezing; New chunks not loading

Mobs cease movement, reactions etc.. as if the AI just cuts out. Chunks refuse to load almost entirely. If using a map, the players icon doesn't rotate or move at all. The damage also refuses to respond. After a seemingly random amount of time, everything responds, appropriate damage is given etc etc.
