Passive mobs do not respawn

After having killed a few mobs near me for food, leather etc. no passive mobs such as cows, chickens or pigs have re-spawned. This is several in game and out of game days after I have done so. I have reloaded the world several times, reloaded the chunks, left the area for several in game days and none have spawned anywhere, even in new chunks.
