Village generation

(this isn't really a bug, but...)

So, i find a village, and I explore it fully. There are around 10-15 houses in the village and only 1 is a "workplace"(a library with a lectern) and there are 2 farms(only 1 composter).

But there are more than 15 villagers in the village, but only 1 librarian and 2 farmers.

There needs to be a workplace to living place house ratio when it generates villages.
