1.14.3 funky bonus chest issue

when generating a world with bonus chests turned on, sometimes, the chest will spawn in mid air, no torches, sometimes making it difficult for the player to retrieve the chest. if player is spawned near water, the chest could even have the chance to generate floating just above water
