Command not scrolling when selecting

When I am selecting a command, it only displays what is currently present instead of scrolling with the other text. If [Left Arrow] is pressed at the left most side, it moves back one character, however if [Shift]+[Left Arrow] are pressed at the left most side, it only displays that something has been selected instead of the character. It will probably be easier to understand with the video.
