Villager Inventory Not Capped

After updating to 1.14.3, my wheat farm was no longer working, and I realized it was because my villager could always pick up more wheat, even if I threw him 8 stacks of seeds (which should fill his inventory). Even after throwing many stacks of wheat seeds onto a villager into a testing world, they were still able to pick up wheat, which leads me to think their inventory is not 8 slots like it should be.
