Arrows shot from bow bounce on horse when moving or not and damage if fire arrows (NOT Fixed)

I want to draw attention to this bug because it was marked as fixed but is still happening in 1.14.2, as reported by myself and a few others in the comments of this original thread: https://bugs.mojang.com/browse/MC-13727

That post gives a thorough description of the problem, the same steps to reproduce cause the problem in 1.14.2
