Can't Recieve

As I click and hold to take off certain blocks around my map, I expect to receive blocks.

(I am on a multiplayer where all other players can use their blocks at the places I can't and everywhere else of course)

What happened was I am not able to receive ANY type of block and the one I just got rid of re-appears.
