/give bug in commandblock

When i am typing in an commandblock for example

/execute as @p[sort=nearest,distance=..5] at @s run give @s minecraft:paper{display:{Name:"{"text\":\"Test\"}",Lore:["\{\"text\":\"This is a test\"}"]}} 1

and try to run it sometimes it just give me some paper wich are not stackable. I use it for example for some Keycard systems and try to give me this per commandblock. I hope i could help you with this report. (When i am typing only

/give @s minecraft:paper{display:{Name:"{\"text\":\"Test\"}",Lore:["{\"text\":\"This is a test\"}"]}} 1

the same happens)
