Everything seems to be glitched!

Whenever I come on and start to play on my world, it will normal at first then all the mobs will randomly freeze and i'm not able to place down item frames,Signs,Spawn eggs, And change the weather, or turn it to night/day. And then chunks around the surrounding area will just disappear and not load in. But whenever I try to exit and save it won't save and instead it just sits their saying saving world, so then I have to open task manager and close it from their.
